We are looking for a:
MAIN TASKS
The overall objective of the Swiss Cooperation Office project “National Water Management Project in Tajikistan, Phase 3”, implemented by the consortium of Helvetas and ACTED, is to improve the living conditions of the rural population in the Tajik zone of the Syrdarya River Basin through integrated water resources management.
The overall objective of the assignment is to improve the monitoring of water use by providing a methodology for monitoring water utilisation by the Basin Water Resources Management Departments. The specific objective is to study the existing practice of monitoring water utilisation by different organisations and institutions, considering the current legislation in this field, and propose an effective mechanism, a conceptual framework and a detailed methodology, for coordinating all the monitoring processes by the BWRMDs. The Tajik Syr Darya Basin will be an example for creating the monitoring conceptual framework and detailed methodology. However, the methodology should be applicable to all basins in Tajikistan.
The specific objectives of National Expert are as follows:
- Assess the current basin water use monitoring system
- Develop a conceptual framework and next methodology for water use monitoring for Basin Water Resources Management Departments.

QUALIFICATIONS
The National Expert shall possess the following qualification:
- Master’s degree in hydro-technical infrastructure, hydrology or any relevant field;
- Not less than ten years of overall professional experience in water and irrigation management;
- Professional experience in designing and preparing an agricultural irrigation plan is an important advantage;
- Experience in developing methodologies and instructions in the water sector;
- Excellent knowledge of Tajik language and knowledge of Russian and English will be an asset.
