Public Financial Management Modernization Project II

Procurement, supply and installation of the video conference and video wall system, and procurement of the servers for placement of the specialized software for the needs of the Chamber of Accounts of the Republic of Tajikistan

1.     The Government of the Republic of Tajikistan has received the funds from the World Bank towards the cost of the Public Financial Management Modernization Project II and intends to use part of the funds of this Project to make payments under the Contract for procurement, supply and installation of the video conference and video wall system, and procurement of the servers for placement of the specialized software for the needs of the Chamber of Accounts of the Republic of Tajikistan, PFMMP / NCB-11/2021.

2.     Hereby the Ministry of Finance of the Republic of Tajikistan invites the eligible and qualified bidders to submit their sealed bids regarding procurement, supply and installation of the video conference and video wall system, and procurement of the servers for placement of the specialized software for the needs of the Chamber of Accounts of the Republic of Tajikistan with its transfer period not later than 4 (four) months from the date of signing the contract.

3.     The tender will be held in accordance with the National Competitive Bidding (NBC) procedures described in the World Bank Guidelines: Procurement of Goods, Works, and non-consulting services under IBRD Loans and IDA credits / grants by World Bank Borrowers (January 2011, revised July 2014) and is open to any bidder from eligible countries as defined in the Guidelines.

4.     Interested eligible Bidders may obtain further information from the Ministry of Finance of the Republic of Tajikistan, Public Financial Management Modernization Project II, k.bobro@pfmmp.tj, and review the bidding documents at the address below:

5.     Qualifications requirements include:

(a)    If the bidder is a manufacturer:

(i)     Financial Capabilities

The Bidder must provide documentary evidence that he meets the following financial requirements: The average annual turnover for the last two years (2019-2020) is at least USD 1,000,000.00.

(ii)    Experience and technical capabilities

The Bidder must provide documentary evidence that his experience and technical capabilities meet the following requirements:

(1)    The Bidder must provide documentary evidence that he has successfully completed at least 5 (five) supply contracts within the last two (2) years in the Republic of Tajikistan. The documentary evidence should include a list and details of completed contracts, as well as contact information for previous customers;

(2)    The Bidder must submit documentary evidence of the existing authorized service center on the territory of the Republic of Tajikistan (Dushanbe);

(3)    The Bidder must provide documentary evidence of the available authorized service center and certified service specialists proposed in the bid for the equipment.

(b)    If the bidder is NOT a manufacturer:

(i)     Financial Capabilities

The Bidder must provide documentary evidence that he meets the following financial requirements: The average annual turnover for the last two years (2019-2020) is at least USD 300,000.00

(ii)    Experience and technical capabilities

The Bidder must provide documentary evidence that his experience and technical capabilities meet the following requirements:

(1)    The Bidder must provide documentary evidence that he has successfully completed at least 3 (three) supply contracts within the last five (5) years. The documentary evidence should include a list and details of completed contracts, as well as contact information for previous customers;

(2)    The Bidder must submit MAF confirming the right to supply equipment and confirmation of authorized service centers on the territory of the Republic of Tajikistan;

(3)    The Bidder must have licenses or certificates of admission for the supply of goods (performance of work, provision of services) subject to licensing in accordance with the current legislation of the Republic of Tajikistan;

(4)    The Bidder must provide documentary evidence that the Bidder has no debts for accrued taxes, fees and other mandatory payments to budgets of any level.

Bidding documents will be sent by email in PDF format or received from the Ministry of Finance of the Republic of Tajikistan at the address given above by an authorized representative of the company.

7.     Bids must be delivered to the following address:

State Committee for Investments and State Property Management of the Republic of Tajikistan, 27 Shotemur street, 2nd floor, box for submitting Bidding documents No. 4 until April 08, 2021, 15:00 local time.

Submission of bids in electronic form is not allowed. Late bids will be rejected. Opening of envelopes with bids will take place in the presence of representatives of Bidders who wish to be present at the opening in person at:

State Committee for Investments and State Property Management of the Republic of Tajikistan, 27 Shotemur street, 2nd floor, box for submitting Bidding documents No. 4 until April 08, 2021, 15:00 local time.

All bids must be accompanied by Bid Security in the amount of Somoni 30,000.00 (Thirty thousand Tajik Somoni).
