The USAID-funded Agribusiness Competitiveness Activity in Tajikistan (ACAT) supports agribusinesses in the diversification of product lines, which leverage promising domestic and international market opportunities and contribute towards a competitive, inclusive, and resilient agricultural sector. Winrock International (Winrock), together with subcontractor Making Cents International (MCI), implements ACAT using a market-driven, private sector-led approach to stimulate economic growth, increase employment, and improve livelihoods, by enhancing the competitiveness of micro, small, and medium enterprises (MSMEs), primarily in the Khatlon region. Opportunities for MSME expansion and diversification include leveraging Khatlon’s off-season production capacity, attaining price premiums for improved quality and value additions, and improving dairy productivity and aggregation of milk to enhance food safety. This approach is coupled with the fact that agribusiness development in southern Tajikistan is relatively nascent and will require tailored activities to different levels of enterprise capacity.

ACAT has three objectives:

  • Objective 1: Diversify the agricultural sector to include higher-value commodities and value-added products
  • Objective 2: Strengthen linkages between aggregators, wholesalers, exporters, and international and domestic end-markets
  • Objective 3: Partner and leverage resources to catalyze systemic change in the agribusiness sector

ACAT operates in South Khatlon province in the 13 districts of Khuroson, Yovon, A. Jomi, Kushoniyon, Levakand, Vakhsh, J. Balkhi, Dusti, Jaihoon, Panj, Qubodiyon, Shahritus, and N. Khusrav.

Purpose of Assignment:

STTA MEL Specialist will support MEL Manager in the collection, cleaning, and assessment of the project’s data.




Key Duties / Responsibilities:

  • Support timely and accurate reporting of quantitative and qualitative data by ACAT partners in cooperation with the DCOP and ACAT MEL team;
  • Collaborate with MEL Manager to provide feedback to USAID on the design/delivery of the project’s third-party final evaluation, as requested by USAID;
  • Provide input on enhancements to data collection forms, calculation methods, user access/rights, form testing, and training on data entry;
  • Support MEL Manager to ensure all indicator data and associated disaggregates are submitted timely to USAID and associated reporting systems meet donor requirements;
  • Develop the capacity of partners to collect relevant indicator data in their respective organizations and in accordance with the MEL plan;
  • Validate data from partners and staff through field monitoring visits;
  • Develop comprehensive reports and strengthen ‘Learning Culture’, organizing feedback and learning sessions with technical teams to communicate and interpret results of monitoring for adaptive management;
  • Co-lead project learning activities and recommend adaptations to ACAT’s implementation strategy based on MEL findings, among other assigned roles


Deliverables (Required to be in English):


  • Quarterly/Annual Reporting:
    • summarize the progress made on MEL tasks, write monthly, quarterly and annual MEL section report  
    • prepare ACAT accomplishment by numbers for the quarterly and annual reports;
    • Check the reported numbers of technical team against MEL actuals (numbers in the system), confirm if data match with MEL data
  • Data Recovery:
    • finalize MEL tasks that are in process, including ensuring that all missing data are collected and actions are completed.


  • Support the MEL Manager during conducting ACAT Annual Survey 2023 (sampling, enumerators onboarding, conducting training to enumerators, initiating the Annual Survey, conducting monitoring and observation of the annual survey, reporting.
  • Support and assist the MEL Manager in conducting any routine monitoring, spot-check, or observation.
  • Support the MEL Manager in providing any requested MEL-related data to project management and the home office.
  • Assist and support the MEL Manager during MEL closeout activities.



  • Bachelor’s degree or equivalent in international development or a related field
  • At least 5 years of relevant MEL experience
  • Experience working with USAID M&E and INGO projects preferred
  • Experience working with databases preferred
  • Personal Skills & Abilities;
  • Excellent communication and organization skills are required.
  • Excellent computer skills (MS office) are required.
  • Basic data analysis skills
  • Geospatial analysis skills
  • Fluency in English, Tajik & Russian
