  1. INTRODUCTION

Subject and Special Conditions

Within the framework of its assistance program in Tajikistan, Delegation of the International Committee of the Red Cross (ICRC) intends to purchase the below mentioned Services/Goods and is hereby requesting a quotation from you/your company for the following quality and quantity.

Please provide pricing prior to the above closing date.

Minor adjustments in specifications may be considered if the standard ICRC specification is not possible and/or unavailable according to the desired delivery date. Please indicate any such variation in specification in your response.

Contributes to implementing communication projects and activities, under supervision by and in coordination with the management of the ICRC Mission in Tajikistan. Follows political, security, military and humanitarian developments, as well as other issues relevant to the ICRC’s reputation/perception and capacity to operate in the geographic areas covered, contributing to their analysis. Keeps delegation informed on any ad-hoc news and timely provides environment scanning of the media sources.

Duration of contract: 12 months

Occupation rate:        40 hours/month

1  Accountabilities and Responsibilities Functional Responsibilities:   • Identifies and monitors a variety of public sources that are relevant for the ICRC (with specific focus on local languages) on issues related to the delegation’s communication and operational objectives. • Monitors the visibility of the ICRC and National Red Cross or Red Crescent Society in the local context and alerts on potential reputation issues. • Reports efficiently and succinctly on the selected information by providing quantitative and qualitative analysis and a description of the dynamics observed in public sources. • In times of crisis, adapts monitoring and reporting to support the delegation’s priorities and challenges. • Is able to combine qualitative and quantitative analysis • Interprets and translates from and into the local language to support communication programmes when required. • Provides technical and administrative support to the communication team (e.g. filing, stock management, event organization). • Remit: national.
2Relationships • Internally, Communication or Communication/Prevention Manager and other staff involved in communication activities.
  • REQUIREMENTS

• University degree or equivalent in a relevant field such as communications, political science, international relations or journalism.

• Fluent spoken English and Tajik with good writing skills. Knowledge of Russian and other languages is an asset.

• Computer skills (proficiency in MS Office); familiarity with online and social media communication tools.

  • PROFESSIONAL EXPERIENCE REQUIRED
  • At least one-year experience in a similar position.
  • Good knowledge of the media and social media landscape.
  • Proven capacity to analyse political situations.
  • PRICE AND PAYMENT TERMS

ICRC standard payment term is by bank transfer or by bank check within 30 banking days from the date of complete delivery and acceptance of the Services/Goods, or shipping against documents (invoice). 

Please indicate your service fee per hour in your offer.

The offer has to be valid for a minimum of 30 calendar days from the date the offer is received by the Buyer.

Any offers submitted after the specified closing date will not be accepted.

Any changes to the quotation by Seller must be received in writing prior to the closing date and must indicate that it is a revised quotation. All participating Service Providers will be notified of the result on the conclusion of the process.

  • GENERAL CONDITIONS

The ICRC reserves the right to split the service/commodity into separate Purchase Orders with different Providers.

It has to be noted that this request for quotation does not imply any commission and that ICRC is not liable to provide any explanation for its final selection of the Service Provider.

All conditions not mentioned herein shall be governed by the ICRC General Conditions on Purchasing that the Seller acknowledges to have been acquainted with. Acceptance of the contract entails the waiving by the Seller of its General Conditions of Sales.

Any dispute, controversy or claim arising out of or in relation to this contract which could not be settled by mu-tual agreement, shall be settled by arbitration proceedings according to relevant Article of the ICRC General Conditions on Purchasing.

  • RECEPTION OF OFFERS

All offers have to be e-mailed only to dus-afs_log_services@icrc.org latest by 11.03.2021 and not later than 15:00 local time. The only offers received on the above-mentioned email address (without any other ICRC personnel) will be considered for the selection criteria.

All offers not following the clause for Reception of offers will be disqualified.

All offers submitted after the specified closing date are ineligible.

All offers received will be held in confidence.

Offer changes by Services Providers must be received in writing prior to the closing date and must indicate that it is a revised tender.

All participating Services Providers will be notified of the result of the selection process as soon as it is concluded.
